On Feb. 27, 2024, the Lakeville Area Schools Board of Education approved K-8 attendance area adjustments model D3 after several months of designing updated school boundaries with stakeholder input. The school boundary adjustments are necessary in order to address capacity issues across K-8 schools and to open the District's newest school, Highview Elementary. Boundary adjustments for grades K-8 will take effect beginning in the 2024-25 school year, while high school boundaries remain unchanged.To confirm your student's school assignment for the 2024-25 school year, most families can use the 'Interactive Attendance Area Map Tool' on the District's Map & Attendance Boundaries webpage.

What is the purpose of attendance area changes?
Due to the steady growth at the elementary level over the past seven years, the opening of Highview Elementary, and forecasted growth at the middle and high school level, a district-wide boundary adjustment is necessary at this time. The District has not adjusted attendance areas district-wide since 2005 and last adjusted elementary boundaries in 2010. As the District has grown over time, attendance areas were adjusted to accommodate new neighborhoods without impacting district-wide attendance areas.

How were the new boundary changes determined and what factors were considered?
New attendance area boundaries were developed in collaboration with our school community via a thorough and detailed process led by Teamworks International, a K-12 education consulting group. Factors that were considered are included in the that was created and approved by the Board of Education to guide the attendance area adjustment process.
The attendance area adjustments were created through three phases:
- Planning Phase (Fall 2023)
- Design Phase (Late Fall 2023 through February 2024)
- Finalize/Implement Phase (February through Spring 2024)
As part of the Design Phase, all parents/guardians and school community members had the opportunity to provide input on the options via stakeholder feedback forms (Google Form) three times during the process.

Generally, the boundary lines are designed to follow main roads and natural barriers. To confirm your student’s school assignment for the 2024-25 school year, most families can enter their home address using the ‘Interactive Attendance Area Map Tool’ on the District’s Map & Attendance Boundaries webpage.

How will the district support students during the transition?
Schools will support students and families throughout this transition. We understand that attending a new school may be nerve-wracking for many of our students. To address this, schools will host informational sessions for impacted families to familiarize themselves with the new building, and meet new classmates and teachers.

My student is in center-based Special Education. When can I expect to know their school placement?
The District is making every effort to align the continuum of special education programming with the values described in the School Board’s Guiding Change Document. As a result, some programming locations could be changed or affected following the approved boundary changes. District special education administration is working diligently to ensure students receive their free and appropriate public education via their individualized education plans (IEPs). More information will be shared with families of students receiving special education services once those determinations are made final.

What if my student is currently open enrolled or intra-district transferred, including in Ignite or Impact Academy?
Current intra-district transfer, open enrolled, Ignite!, and Impact Academy students will remain enrolled in their current school building, unless they opt-out to attend their neighborhood school by emailing enroll@isd194.org.
In order to streamline the enrollment process, students entering 6th or 9th grade do not need to reapply for Intra-District transfer. Instead, these students will continue on with their peers on the .

Why aren¡¯t 5th and 8th grade students grandfathered in?
Students entering 5th and 8th grades during the 2024-25 school year will not be grandfathered in to stay at their existing school (if their neighborhood school changes) due to a variety of considerations, including: staffing timeline requirements; transportation costs; and the need to address the district's urgent capacity issues.

How will Kid Zone child care be affected by the boundary changes?
Your 2024-25 Kid Zone site should be selected by your current ‘23-’24 school year assignment. The Kid Zone administrative staff will move your student to the appropriate site if a move is needed. This information will be sent via confirmation after the shift has been made. Final approval of placement is pending based on site space and staff availability.

How will transportation be affected by the boundary changes?
Teamworks International and the District worked closely with its contracted bus company, Schmitty and Sons, to ensure that attendance area design models meet transportation requirements. Updated transportation zone information for affected attendance areas will be provided in spring 2024. Bus stop/route information will continue to be communicated one week prior to the start of school as in years past.

During the 2023-24 school year, the District underwent a comprehensive analysis of all K-12 school attendance areas in order to address current and projected enrollment growth across the school district.
On Feb. 27, 2024, the Lakeville Area Schools Board of Education approved K-8 attendance area adjustments beginning in the 2024-25 school year.
On November 7, 2023, resident voters of Lakeville Area Schools District 194 approved an operating levy to staff and operate the district’s ninth elementary school, Highview Elementary. Construction of Highview Elementary began in summer 2022 with an opening date of fall 2024. The opening of Highview Elementary will help alleviate overcrowding currently happening in some elementary schools to accommodate the growth the district is experiencing at the elementary level.
The goals of adjusting attendance areas in the district are:
- Proactively manage anticipated capacity challenges expected at the middle and high schools in the near future
- Mitigate overcrowding concerns at select elementary schools, and address socioeconomic disparities between all elementary schools
- Determine which students will attend Highview Elementary, opening fall 2024

Design Team
Led by Teamworks, a Design Team of appointed staff and administrators will create possible options based on the priorities outlined in the They will take feedback provided by the Input Team and the school community via a stakeholder feedback form to refine options. This group will meet at least 5 times in the fall and winter of the 2023-24 school year based on need.
Input Team
Led by Teamworks, an Input Team of appointed parents/guardians, staff and administrators representing each school will review options and provide feedback to the Design Team on options presented. This group will meet 2-4 times in the winter of the 2023-24 school year based on need. They will provide input via the same input form provided to the entire school community.
These meetings will be open to the public for observation only.
Public Input Process
All members of the school community will have the opportunity to provide input on the draft options via a stakeholder feedback form three times during the design process. The District will communicate broadly when these opportunities become available during December through February.

Finalize and Implementation Phase - February 2024

On Feb. 27, 2024, the Board of Education reviewed and voted to approve K-8 attendance area adjustments beginning in the 2024-25 school year. The final options presented to the Board of Education were recommended by the Design Team and Input Team, which is based upon stakeholder input. Looking ahead, the District will work to implement the changes, including making decisions regarding when and how the changes will occur.

The Board of Education began discussions about the planning and development process in September in order to be prepared to move forward after the Nov. 7 election outcome was known. Stakeholder input was sought over the winter. Final recommendations and approval of the attendance area plan occurred at the end of February to address operational logistics, including school staffing, student registration, and more.

Highview Elementary School is located on 35 acres of land located at in Lakeville. This location was picked based on its road access, utilities infrastructure locations, size of the property, and student enrollment growth.
The location is just east of King Park, east of Century Middle School and south of Cherry View Elementary. There are several new neighborhoods close to the school, including some that are still being actively constructed.
